General Questions
Computer network connection is available for all students in all residence hall rooms and University apartments, providing 24 hour access to services such as the Internet. For further information regarding recommended computer hardware and software, please call (973) 353-5083.
Guests are allowed in the residence halls. Please refer to the Guide to Residence Life for details on this policy.
Students are not required to live on campus, but the University is not responsible for off campus housing or responsible for the off campus postings on our web site that is done by the third party.
Woodward Hall is the only residence hall on campus that closes during the University winter break period between December and January. Woodward Hall remains open during Thanksgiving and Spring breaks. During the winter break period, Woodward Hall residents may keep their belongings in their rooms, and just take home the belongings needed over break, while away from the University.
Talbott Apartments and University Square Apartments do not close during Thanksgiving, Winter, or Spring break. Once your particular contract ends you must promptly move out of the residence halls. Exceptions or extensions can be made with the consent of the Area Director for your residence hall.

Rutgers has an escort service provided by the Rutgers University Police Department (RUPD). Escort services are available to walk with you anywhere on campus, at anytime. Students just need to call extension 5581 to get an escort. Emergency phones, identified with a blue light, ring directly to public safety are located throughout campus.

The Residence halls are furnished with the basic necessities. Items brought from home, however, such as a television, computer (each room has digital cable service and WiFi internet connection), and decorations will give the room a personal touch. Linens are not furnished by the University. Students will need to provide sheets, pillow, pillowcase, blankets, towels, etc.
Mattresses in our residence halls are extra-long (36"x80"). The Office of Housing and Residence Life has partnered with Residence Hall Linens to provide our students with a convenient, affordable way to purchase extra-long sheets and bedding items, as well as other campus-living necessities. Proceeds from this program are used for leadership opportunities and programming in the residence halls. Please visit the RHL website http://www.rhl.org/run.
Rooms within Woodward and University Square have telephone lines. Incoming and local outgoing calls are included. Students will need a phone card to make long distance phone calls. Room telephones are not set up to receive collect calls and students have to bring their own phone. Talbott residents will need to contract their own phone service separately through Verizon.
Although you may think that Fido may not cause any problems, he must remain at home, but feel free to decorate your room with pictures of his adorable face.
Meningitis Vaccination Requirement Q&A
Any student under the age of 18 must have a parental consent form to get the meningitis vaccination on campus. It is also recommended that the parent accompany the student when they get the shot.
YES. All undergraduate incoming and transfer students in Newark and Camden who wish to live in University housing are required to have the vaccination. However, neither of these campuses will have clinics to offer shots. Students on the Newark Campus must call the Newark Health Center at (973) 353-5231. Students on the Camden Campus must call the Camden Health Center at (856) 225-6005.
YES. Students will not be allowed to pick up their room key on move-in day if they have not submitted proof of having received the vaccination.
YES. There are other immunizations that are required by the University. 2 MMR vaccinations are required for all students entering the University and TB testing is required for entering students holding non-immigrant visa who were born or lived in a country with prevalence of TB. YES. Before move-in day there will be special meningitis immunization clinics on the New Brunswick Campuses for students who wish to get the shot on campus. Students can visit the Pathway to Enrollment for a schedule of dates and times.
NO. Immunizations should be obtained and the necessary documentation should be submitted before students arrive on campus.
To be exempted on a religious basis, the student must submit a written statement explaining how the administration of immunization agents conflicts with his or her religious beliefs. To be exempted on medical grounds, the student must submit a written statement from a physician indicating that the immunization is medically inadvisable for a specific period of time and tell why based on a valid medical reason.
All immunization forms should be completed and returned by July 15, for students entering in the fall semester. Anyone entering the university after this date needs to send in the forms as soon a possible.

Rutgers, first chartered in 1766 as Queen's College, is the eighth oldest institution of higher education in the United States. The university changed its name in 1825 to Rutgers, in honor of Colonel Henry Rutgers, a Revolutionary War veteran and former trustee of the college. From a colonial college with few students and a classic liberal arts curriculum, Rutgers has evolved into a land-grant institution and major public university. Through legislative acts in 1945 and 1956, all of the university's divisions were designated “The State University of New Jersey.” Since that time, Rutgers has continued to expand its undergraduate, graduate, and professional offerings to better serve the changing needs of the state and its citizens. Newark’s reputation as a center for the arts and business is rivaled only by its growing reputation as a college town. Over 30,000 undergraduate and graduate students attend classes in the downtown area and in the University Heights, and many make their homes in the college residence halls. Rutgers-Newark is one of five centers of higher education located in New Jersey’s largest city. At R-N, over 12,000 students work on undergraduate degrees and graduate degrees in the arts and science, business, nursing, and law – and take advantage of everything the city has to offer in the way of the arts, entertainment, recreation, and great cuisine.

Rutgers-Newark has many on-campus activities and it is to your benefit to get involved! All new students are strongly encouraged to assume a leadership role by taking part in the planning and implementation of activities. There is a wide variety of organizations (over 150 at last count!) that meet the various needs within our student population: commuter, ethnic groups, Greek affiliations, service, academic, Student Government, and much more. NCAS Student Government is the undergraduate student government. This organization sponsors many campus events.
Here are a few things to keep in mind when coming to Rutgers-Newark with your computer. In some cases you may be on the other side of the room while living here, so one thing to keep in mind is to always bring a long Ethernet cord with you to wrap around the room (25 ft. should do it.) The 2nd thing to keep in mind is our RU-Compliant check, when you register your computer it will be scanned by our RU-compliant software. This will check to see if you have approved anti-virus software and the latest service packs and patches; Linux and Mac users need not worry about this. Rutgers-Newark also offers wireless hot spots at several locations, so bring a wireless card.

Woodward Hall, Talbott Apartments and University Square each have a single entrance, which is locked at all times and is staffed by a uniformed security officer 24 hours a day, seven days a week. Only those who present a valid resident's identification card to the security officer may gain entrance to each building. All visitors to the building must be signed in by their host at the Security Officer’s Booth. If a student has any questions or concerns about safety issues, you should contact your Area Director in the building and they can address the issue.
Students play an important role in securing a safe and secure environment. As a member of the University and/or residence hall community, students need to actively help to ensure that the surroundings are as safe as possible. Some things you may do to ensure your safety include: locking your room/suite at all times, don't walk alone at night, call 973-353-5581 for an escort, never prop open any doors, always carry your student ID, and report lost or stolen room keys immediately. In case of an emergency you may always call University Police at 973-353-5111.
All students must bring their own phone and answering machine. Each room on campus is equipped with a telephone jack.However, in Talbott Apartments, telephone services are not provided with student housing. Talbott Residents interested in obtaining telephone services may contact Verizon at 1-800-427-9977.Apartment phone lines in University Square and Woodward are provided through Student Telephone Services (STS).

The Resident Assistant (RA) is probably one of the first people you will meet when you arrive on campus. The RA is a fellow student who has highly developed leadership skills and experience. She/He is available to address student concerns, report maintenance concerns, conduct academic and personal advising, and plan educational and social activities for residents of the building. The Area Director (AD) is a full time professional staff member who holds regular office hours and is responsible for the overall supervision and administration of the building community. There are a number of other full time professional staff members who work at the Office of Housing & Residence Life. These staff members include the Director of Residence Life, the Associate Director of Housing & Residence Life, and the Associate Dean of Housing & Residence Life.
Gender Neutral FAQ
The term co-ed operates on the assumption that there are two genders: male and female. It leaves little room for the progressive theories on gender, and no room for those who do not identify as their biological sex or those who are transgendered. This idea is based on the notion that there are more than two genders, in fact an infinite amount. Allowing for gender neutral housing, as opposed to co-ed, shows more inclusiveness and room for diverse identities.
Applying for the Gender Neutral Housing option is available all year, and room assignment is based on availability at the time of application.
We encourage students to maintain an open dialogue with their families so that they can be supportive of a student’s housing decision. Students over the age of 18 are legally able to make decisions about their housing contracts. Students under 18 should discuss housing plans with their families, as they must provide parental consent.
Students may request room changes by following the normal room change procedures that are published each semester. Students who do not fulfill their commitment to live in Gender Neutral Housing for one full academic year may not be eligible to take part in future Gender Neutral Housing accommodations.
Gender Neutral Housing is an environment where student housing is not restricted to traditional limitations of the gender binary. This program has been launched in recognition of the fact that traditional, same-sex room assignments are not ideal or appropriate for all students. Rutgers University Newark has chosen to offer gender neutral housing because we believe it is important that housing policies evolve to meet the needs of students and to create an inclusive, welcoming environment.
If a vacancy occurs, the Office of Housing & Residence Life reserves the right to place a “wait listed” Gender Neutral Housing applicant in the suite, leave the vacancy open and combine two or more under capacity suites, or convert the room to a single sex room. This decision will be made at the Office of Housing and Residence Life’s discretion, but reasonable accommodations will be made wherever possible.
Participants will commit to living in gender neutral housing for one full academic year, for the Fall & Spring semesters. Students may re-apply for Gender Neutral Housing for the following year if they meet housing eligibility standards.
Gender Neutral Housing will take place in designated apartments in University Square and Talbott Apartments.
Any upper-class student who is interested in sharing a housing assignment with other Rutgers University Newark students of all gender identities.
Gender Neutral Housing is not intended for romantic couples. However, we respect and honor the privacy of our students, so current open housing procedures do not require students to disclose the reason for their roommate requests.
